Governor Abbott Appoints Three to Industry-Based Certification Advisory Council

AUSTIN, TX – Governor Greg Abbott has appointed Kendal Carrillo, Donna McKethan, and Ron Rohrbacher to the Industry-Based Certification Advisory Council to help set the terms set out in House Bill 3938, 87R. The Industry-Based Certification Advisory Council was established to advise the Commission on aligning public high school career and technology education programs with current and future labor needs in communities, regions and the state.

Kendal Carrillo of Austin is Associate Vice President and Senior Advisor to the Registrar at Texas State Technical College, where he develops strategic initiatives to accomplish the college’s mission. He represents the Chancellery at events such as personnel development and fundraising. Previously, he was a financial analyst and manager in the Athletic Department of the University of Texas, a senior financial analyst at Archrock, and a senior financial analyst at Multiview. Carrillo received a Bachelor of Business Administration and a Master of Professional Accounting from the University of Texas at Austin.

Donna McKethan of Waco is the director of careers and technical education for the Waco Independent School District, where she leads the district’s program to improve student learning and teaching. Previously, she was a home economics teacher at Valley Mills ISD and Bosqueville ISD. She is a member and past president of the Career and Technical Association of Texas. McKethan has a bachelor’s degree in home economics from Baylor University, a master’s of education from Tarleton State University, and is currently working on her dissertation in educational leadership from Tarleton State University.

Ron Rohrbacher from League City is the Vice President of Construction Training for Perry Homes, where he trains new construction personnel and serves as the safety coordinator. Rohrbacher previously worked as Director of Construction Development and Training at Perry Homes. He currently chairs the Building Codes Committee of the Texas Association of Builders and serves on the Executive Committee and Board of Directors of the Texas Association of Builders. Rohrbacher received a BS in Education from Indiana State University and a MS in Education from Indiana University.
