Austin: Housing Affordability Issue Delays Zoning on East Austin Mixed-Use Project

Austin (Travis County) – A developer planning application for a 15.7 acre mixed-use commercial development in East Austin has been held up due to negotiations on an affordable residential component.
The planning commission decided to postpone the application because the developer and the neighborhood are about to reach an agreement on the affordability of the planned apartment block.
The proposal would convert the land from a Single Family Limited Industrial (SF-2-LI) to a Limited Industrial Planned Development Area (LI-PDA) and revise the future land use map to an industry-planned development.
Leah Bojo with Drenner Group PC took the project to the Commission and said that the concept – still a moving target – would include 371 to 742 housing units, 10% of which would be available for renters with a median family income (MFI) of 60%; approximately 1 million square feet of office space including some “clean industry”, retail, restaurant, and a 10,000 square foot brewery.
According to city documents, the commission staff support the zoning application but recommend a maximum building height of 120 feet across the property as opposed to the desired 275 feet.
Additionally, if light industrial land use is granted, staff recommend a setback of 60 feet from all residential land uses as opposed to the desired 50 feet from all residential land uses for the brewery portion of the development.
The lot is undeveloped and is on two lots at 6705 and 6501 Regiene Road on the east side of town. The working title of the project is based on its address, 6705 and 6501 Regiene Strasse.
Daryl Kunik with Headquarters Austin Management Group owns the property through the entity Kunikco GmbH.
Bojo added that a park will connect the development to the Walnut Creek Trail and that the project team will be working with him Cap Metro via a future stop on the green line at the site.
“We propose with this PDA to create a mixed use center that includes apartment buildings, offices, retail, restaurants and clean industry, which is what many of the artists and creatives we envision on the site need to do things like ceramics, furniture, jewelry and other items that sometimes require much larger equipment, ”she told the commissioners.
The project team consists of Justin Gesch, Associate Partner at Austin-based Michael Hsu architecture office and Ravali Kosaraju with the San Antonio Civil Engineers Bureau WGI are on board the project.
