Governor Greg Abbott today issued a proclamation with eleven items on the agenda for the special session beginning Thursday, July 8th at 10:00 am.
“The 87th legislative session was a monumental success for the Texan people, but we have ongoing tasks to ensure that Texas remains the most extraordinary state in America,” said Governor Abbott. “Two of my emergency items, along with other important laws, did not make it to my desk during the regular session, and we have a responsibility to finish the work on behalf of all Texans. These priority items of the special session put the people of Texas first and will keep the Lone Star State on the path to prosperity. I look forward to working with my legislative partners to pass this legislation as we create a better future for all who call Texas home. “
The agenda items for the special session include:
- BAIL REFORM: Legislation to reform the bail system in Texas to protect the public from accused criminals who may be released on bail.
- ELECTION INTEGRITY: Laws to Strengthen Election Integrity in Texas.
- BORDER SECURITY: Legislation to aid law enforcement, counties, and other strategies as part of the Texas Comprehensive Border Security Plan.
- SOCIAL MEDIA CENSORSHIP: Legislation to protect freedom of expression by protecting social media users from censorship by social media companies based on the views expressed by the user, including providing a remedy for those who are wrongly excluded from a platform become.
- ARTICLE X FUNDING: Legislation on the provision of funds to the Legislative Body and Legislative Bodies under Article X of the General Budget Act
- FAMILY VIOLENCE PREVENTION: Legislation similar to Senate Act 1109 of the 87th Legislature, Regular Session, which obliges schools to provide middle and upper school students with adequate education about violence, domestic violence and child abuse, but which recognizes the right of parents to exclude their children from class.
- YOUTH SPORTS: Legislation identical to Senate Bill 29, as passed by the Texas Senate in the 87th Legislature, Ordinary Session, prohibiting a student from participating in University Interscholastic League sports competitions intended for the sex corresponding to the sex of the Students at birth is opposite.

- CRITICAL RACE THEORY: Laws similar to House Bill 3979 on Critical Race Theory as originally passed by the Texas Senate in the 87th Legislative Regular Session.
- RESOURCES: Legislation to provide resources from additional general revenue available for the following purposes:
- Wealth tax relief;
- Improved protection for the safety of children in the Texas care system through the recruitment and retention of private providers for the system; and
- to better protect the state from potential cybersecurity threats.
