Snitches Earn $23K for Turning in Most Wanted Fugitives

AUSTIN, TX – Three of the most wanted people in Texas are back in custody after arrests earlier this month, including a refugee and two sex offenders.
According to a press release from the Texas Department of Public Safety, Xavier Montreal Benard, the most wanted Texas refugee, was arrested in Houston on September 3. Texas 10 Most Wanted Sex Offender Valentine Johnathan Price was arrested on September 2nd in Fort Worth and Texas 10 Most Wanted Sex Offender Henry Anthony Taylor was arrested on September 8th in South Bend, Indiana for Price’s capture.
Xavier Montreal Benard, 31, from Houston, is affiliated with the 52 Hoover Gangster Crips Gang. He was arrested in the parking lot of a store in North Houston by US Marshals Gulf Coast Violent Offenders and Fugitive Task Force, which includes Special Agents from the Texas Department of Public Safety (DPS). The Harris County Sheriff’s Tactical Unit, Texas Highway Patrol, Texas Department of Criminal Justice (TDCJ) OIG and the Fort Bend County District Attorney provided assistance in the investigation.
Benard was added to the list of the 10 Most Wanted Refugees in Texas on August 11, 2021. He has been wanted by authorities since October 4, 2019 after the Texas Board of Pardons and Paroles issued an arrest warrant for violating his parole. In October 2019, the Harris County Sheriff’s Office issued a no-show arrest warrant for a previous crime. Benard was convicted of aggravated robbery in 2005 and sentenced to four years in a TDCJ prison. In 2016, he was convicted on two counts of manufacturing / supplying a controlled substance, and in 2018, Benard was convicted of arms smuggling. He was released on parole in May 2019. Valentin Johnathan Prize, 37, from Fort Worth, was arrested by the Fort Worth Police Department (FWPD) near a store in the south of the city. He was added to the list of Top 10 Wanted Sex Offenders in Texas on August 23, 2021. Price has been wanted since May 2020 when he broke his parole and escaped from his last known address in Fort Worth. The FWPD also issued two arrest warrants for not registering as a sex offender.
In 2002, Price was convicted of sexually assaulting a child following an incident with a four-year-old girl. In 2018, he was sentenced to three years in TDCJ prison for violating sex offender reporting. Price was released on parole in January 2020. See his recorded bulletin for more information.
Henry Anthony Taylor, 52, from San Antonio, was arrested by the South Bend Police Department on a street in downtown South Bend, Indiana. He was added to the list of Top 10 Wanted Sex Offenders in Texas on April 1, 2021. Taylor has been wanted since April 2020 when he fled his last known address in San Antonio. The Bexar County Sheriff’s Office issued an arrest warrant for not registering as a sex offender.
In 1993, Taylor was convicted of rape in Indiana after an incident involving a 17-year-old girl. He was sentenced to 10 years in prison. In 2010 he was sentenced to four years probation for violating the sex offender’s reporting requirement. In 2012, Taylor was convicted of double sexual assault against a 54-year-old woman while on probation in the Bexar district. He was sentenced to eight years in TDCJ prison and released in 2019. Texas Crime Stoppers, funded by the governor’s Criminal Justice Division, offers cash rewards to anyone who provides information leading to the arrest of one of Texas’ top 10 most wanted refugees and sex offenders. This year, DPS and other agencies arrested 18 of the top 10 most wanted refugees and sex offenders in Texas, including five gang members and nine sex offenders. In addition, $ 23,500 in rewards were paid for tips leading to arrests.
