Texas Governor Appoints Seven to Texas Medical Board

Austin, TX Governor Greg Abbott has appointed Ada Booth, MD and Ebony Todd and Michael Cokinos, Kandace Farmer, DO, LuAnn Morgan, Jayaram Naidu, MD, and Sherif Zaafran, MD, for terms in office the Texas Medical Board appointed ends April 13, 2027. The board governs the practice of medicine in Texas.
Ebony todd of Fort Hood is an attorney and a member of Jackson Todd & Lambert, PLLC. She previously served as a judge attorney for the Department of the Army before retiring from service. She currently serves as vice chairperson of the Greater Killeen Community Clinic and service chairperson of Rotary International. Todd holds a Bachelor of Arts in English from Baylor University and a Juris Doctor from Texas Wesleyan School of Law, now the Texas A&M School of Law. She is currently a Master of Law candidate at the University of Alabama.
There is a booth, MD of Corpus Christi, is a child abuse pediatrician on the Child Abuse Resources and Assessment team at Driscoll Children’s Hospital. She is a member of the Texas Pediatric Society, Nueces County Medical Society, Corpus Christi Pediatric Society, Coastal Bend Child Fatality Review Team, and the Ray E. Helfer Society. Booth received a Bachelor of Science degree in Interdisciplinary Studies: Pediatric Psychology from the University of Maryland, Baltimore County and a Doctor of Medicine from Indiana University School of Medicine.
Michael Cokinos of Houston is the founder and president of Cokinos Energy Corporation. He is a board member of the South Texas College of Law in Houston, a board member of the Greek Orthodox Legacy Fund, and a member of the Houstonian Club. In addition, Cokinos is the former Hunter’s Creek Village Mayor’s Council and Alderman, Assistant Teacher for Spring Branch ISD, former Chairman and Commissioner of the Memorial Village Police Department, and a member and former Chairman of the Texas A&M University at Galveston Board of Visitors. Cokinos holds a Bachelor of Arts degree from Texas A&M University and is a graduate of Rice University’s Jones Graduate School of Business Executive Management Program.
Kandace Bauer, DO of Highland Village is a radiologist and breast imaging specialist in diagnostic radiology for Rose Imaging Specialists. She is a member of the Texas Medical Association, the Society of Breast Imaging, the American College of Osteopathic Medicine, and the American Osteopathic College of Radiology Mammography Committee. She is also a member of The Links Incorporated, a former member of the North Texas Women Business League and a former volunteer for the Boys and Girls Club. Farmer received a BS from the University of Maryland Eastern Shore and a PhD in Osteopathic Medicine from the Philadelphia College of Osteopathic Medicine, and she completed her Breast Fellowship at Johns Hopkins University.
LuAnn Morgan Midland Work is retiring from 40+ years of service in the utility industry and volunteering for nonprofits. She began her career at TXU Electric and eventually became a district manager for 11 West Texas counties. After early retirement, she became an associate professor of statistics and marketing at the University of Texas Permian Basin (UTPB), served three terms on the Midland City Council and previously served as governor of the Texas Department of Licensing and Regulation. She has served as president and campaign chairman of the United Way of Midland, chair of economic development for the Midland Chamber of Commerce, finance for Boy Scouts in America, chair of senior services, and chair of the Rotary International Exchange Program. She is a graduate of Leadership Texas and a co-founder of two nonprofits, Midland Humane Coalition and Communities in Schools of the Permian Basin. Morgan received a Bachelor of Science degree from Texas Tech University and a Masters of Business Administration from UTPB.
Jayaram Naidu, MD from Odessa, is a physician and president of Naidu Clinic and an assistant clinical professor at Texas Tech University Health Sciences Center. He has been working as an internist in his own practice for over 40 years. He is a member of the Texas Medical Association, the Ector County Medical Society, and the Texas Tech Health Sciences Center Advisory Board, and a past board member of the Odessa Chamber of Commerce. He is also a former governor of the Chronic Kidney Disease Task Force. Naidu graduated from Guntur Medical College in Andhra, India, with a degree in medicine in 1966 and completed his residency in internal medicine at AC Logan Memorial Hospital, New York.
Sherif Zaafran, MD of Houston is a certified anesthesiologist and vice chairman of the Clinical Governance Board for US Anesthesia Partners for the Gulf Coast region and a member of the Clinical Governance Board for US Anesthesia Partners Texas. He is a member of the Board of Directors of Lucid Lane and a member of the FDA’s Drug Products Advisory Committee for Analgesia and Anesthesia. He also served as chair of the subcommittee of the US Department of Health’s Pain Management Taskforce. He is also a delegate of the Texas Medical Association (TMA), the Texas Society of Anesthesiologists, a delegate and fellow of the American Society of Anesthesiologists, and a member of the TMA delegation to the American Medical Association. Zaafran studied biochemistry at the University of Texas at Austin and completed his medical degree and residency at McGovern Medical School at the University of Texas at Houston. He is the current chairman of the Texas Medical Board.
